Complaining about Valmo: in what order, and with what

A complaint is strongest when it goes to the right place in the right order. Almost every regulator asks first whether you tried to resolve the problem with the operator. Skip that step and you are sent back to the start. Below is the order we recommend for Valmo, with the reason behind each step.

Step 0: establish who the other party is

Before writing anything, check the terms for the company you contracted with and the licence it names. Look that company up in the regulator's public register. Readers in Estonia can check the Tax and Customs Board (EMTA) list of legal gambling operators. This decides step 3: whether your complaint ends with one regulator or another.

Step 1: a written request to support

Use chat or email and ask for the answer in writing. A promise on the phone cannot be shown later. Ask precisely: what is the status, what is the reason for the delay, and which clause of the terms is it based on. Save a transcript or screenshots with the date.

Step 2: a formal complaint under the operator's procedure

The terms usually contain a clause on complaints: where to send them, in what language and how quickly the operator responds. Use exactly that channel. Put the word "Complaint" at the start of the subject line so it is not filed with routine questions. If a response deadline is stated, put it in your calendar.

Step 3: the regulator or dispute resolution body

If the operator's final answer does not satisfy you, or no answer arrives within the stated time, turn to the regulator named in the licence. Some licences also name an alternative dispute resolution (ADR) service. Attach all earlier correspondence so the body can see you tried the operator first.

A letter template you can use

  1. Subject: Complaint — account [username or account ID]
  2. What happened: date, amount in euros, transaction or round ID
  3. What you have already done: dates of earlier requests and replies
  4. What you rely on: the clause of the terms you believe is breached
  5. What you ask for: payout, account reopening, balance restoration or an explanation
  6. By when you expect an answer: a reasonable deadline, such as the one in the terms
SituationWhat to attach
Withdrawal pendingRequest date, status screenshot, confirmation that verification is complete

What to avoid in a complaint

If the dispute starts affecting your sleep or finances, you do not have to face it alone — contact your national helpline (in Estonia: 15410). See also Withdrawals and self-exclusion.

Frequently asked questions

Do I have to contact the operator before the regulator?
Yes. Regulators generally expect you to have tried the operator first. Attach your earlier messages and replies.
What is ADR in gambling complaints?
Alternative dispute resolution: an independent body that some licences require operators to use. Whether one applies is stated in the terms or the licence.
What is the most important evidence?
Date, amount and the transaction or round ID. Without them nobody can find your case in the records.
Do screenshots count as evidence?
As supporting material, especially if the date and time are visible. The operator's own written reply is stronger.
